Basura - Legal or Not ?

I was involved in a conversation in my local bar the other night where some 'bar stool expert' was maintaining that it is illgeal to put rubbish on one of the Green Basura Wheely bins before 9pm at night. Is this right or not ?

Legal or not, if you waited until that time of night to take your rubbish out in my area you would find the bins already full.

I've never heard of anything like that, and I suppose if it were the case then I would be a serial offender. What would you do with the stinking rubbish all day ? Quite often by 9pm I don't feel like going down to the bins, so if I was in once of those moods the rubbish could potentially be hanging around for way over 24 hours.
I wonder if ( and hope ! ) somebody is pulling your leg.

I must admit I have heard that 'urban myth' myself before but have also never heard of anybody being stopped or warned off from tipping rubbish defore this time of day. My understanding is that it is really a 'polite request' from the Ayuntamiento to keep both the smell of rotting food to a miniumu during the Summer months, together with the rats that they attract. Basically, they want the rubbish hanging around for a short a time as possible before it is collected.

It doesn't make any sense : If the Ayuntamientos only put this 'rule' into action over the summer months, when the rodents and smells etc... are more likely to be attracted to overflowing bins, then why don't they provide extra bins over the same summer months when there are MORE tourists around, creating MORE rubbish ?

Who exactly 'Polices' this so-called law ? It can't be the Ayuntamientos because as a rule they are Apapthetic at best, incompetent at worst. I know my Town Hall practically close in August, which is no help at all when you consider that this is the time of year when this rule that you mention would be brought into effect.

It sounds like the sort of thing that a few smaller ayuntamientos in small communities might "request" that their residents observe during the summer months the prevent bad smells & excessive rubbish hanging around the bins for most of the day, but that they have no possibility of making this a note of law.

.... Or in other words, just a load of rubbish.

I think this rule applies to the recycling bins, in particular, the bright green bottle bank, which states on the side that "you cannot put any bottles in between 11pm and 8am" - I assume that is because of the smashing sounds which would not be nice if you had one in the street near you.

I have heard of the normal green bin rule too but never officially. But as was said above, better to put your rotting food in later in the evening just prior to the regular collection as a matter of courtesy to the people who's property is closest to the bin and likely to suffer flies and smells.

I think it is more of a courtesy to your neighbours, the general public, and anyone who has to clear the bins away than it is a "law". I van't imagine it is a nice job to clear away (or live next door to !) a bins containing 3 - day leftovers in the hieght of summer !
