This is quite probably another of those situations where the Spanish Government think that they know best and press on, spending millions in implementing such a task and then struggling through a lengthy an expensice court case when the European Commission tells them that such a move is illegal, before spending further millions re-embursing everybody that they have taxed illegally.

A Further kick in the teeth for the owners of Holiday Homes, and sure to do the property market no favours at a time when the industry needs a helping hand the most !

.... and a further incentive for potential buyers to ignore the old 'Black Money' tradition when agreeing a price !

This is probably going to be yet another point that the EU take issue with Spain over when it comes to bargaining with them over their requested leaway on the country's defecit target.
