Cannabis / Marajuana laws ?

Just read yesterday's news about the huge Marujuana farm busted up in Alicante. A debate in my local bar says that all growing of Marujuana plants is illegal - I seem to think that growing 1 or 2 is ok in the eyes of the law, but have nothing to substantiate this. Anyone have any better ideas or knowledge on this one ?
