Too many Spanish airports ?

If Spain has 49 Publically owned airports, 2 Helipads and 3 private airports for 47 Million Peopls (IE 1 airport for every 870'000 Spanish residents), surely this is too many airports for the country to sustain and keep profitable ?

News story last week that Spain has 48 airports for 47 Million people ( http://www.tumbit.com/news/articles/533 ... eople.html ) - Which compares to Germany having 24 airports for 80 Million people. And then the Spanish wonder why the economy of Spain is in such a shithole, while Germany is going strong !

The sad fact is that despite the problems faced with the unprofitable and unopened airports, I bet that a number of Provinces are still considering building even more airports. Nothing would surprise me on this one !
