Lol - Don't shoot the messenger ! - Just saying what the law states.
- I suppose it depends on the Guardia Officer on duty that day and what kind of mood he is in.

That's the bit I don't like - It sounds very much like the law is wide open to personal interpretation - both by the driver in question and any Guardia officer who may stop somebody for driving in Crocs. 'Adequate Footwear' is a bit vague.

Two things here :

1) "Personal Interpretation" - The same could be said about all laws in Spain, Motoring and otherwise.

2) If you already know that you can't drive in Crocs, and that people will and have been stopped and fined, isn't it easier just to abide by the law, whether you believe it to be right or wrong, than carry on debating the point ?

I also heard that (Men) were being stopped and fined for driving shirtless. How exactly does being shirtless constitute driving unsafely ?

....Thereby implying that A) The law is discriminating against Men, as women driving topless will not be committing an offence, and B) That it is dangerous to drive without a shirt on. How exactly ?

The reality is that you will not 'get stopped for wearing Crocs' - How would anyone outside your car even know you were wearing them ? However, you might get stopped by a Guardia spot check, or fined for it if and when you are stopped for a different thing. I sup[pose it would also come down to your overall approach and attitude at being stopped. The Guardia can always find something to fine you for if they are that way inclined.
