Europe will not fall in to recession and the economic recovery is already under way, Spain's Economy Minister Elena Salgado said on Tuesday.
"We must trust that a recovery is under way and of course we will see positive growth. Without any doubt Europe is not going to fall into recession," she said in a television interview.
Spain would not need an international bailout and would not carry out further spending cuts before general elections, due in November 20, she added.
She also said that euro zone countries needed to speak with one voice in order to help end the debt crisis.
