Six companies have bid to run the tower control services of 13 Spanish airports, the public works ministry said on Monday.
The privatisation process began last December and forms part of the wider sell-off of a 49% stake in Spain's airport authority AENA expected this year, a move that aims to cut the nation's debt.
The government said the companies that bid to run the towers were Saerco, Tower Traffic Services, Ferronats Air Traffic Services, Etracontrol, Sacyr Concesiones/NAV Portugal, and Servicios de Control de Transito y Navegacion Aerea.
The ministry will make a final decision in October. The companies awarded the concessions will start running the towers around the middle of next year, after a transition period.
The government said the licences would bring in 18.9 million euros, and that Aena would save almost the same again in running costs.
The wider privatisation of the airport authority will be run by RBS, AENA confirmed on Monday. Nine banks have bid to run the process.
