The Spanish Parliament is unable to make any vote concerning changes to the EU's bailout funds until next month due to MP's being on their traditional summer break.
Prime Minister Zapatero, somewhat hypocritically when Spain is not doing likewise, urged the President of the European commission to persuade Eurozone member states to act quickly on the reforms required to address the debt crisis.
Although no exact date has been set, it has to take place before the 26th of september to allow enough time for the vote itself to happen, and then for Parliament to be dissolved in preparation for the general election on the 20th of November.
