Amendments to Spain's constitution, which will cap the budget deficit, is due to be approved by the Senate later today, after being approved in the lower house of congress on Friday of last week.
The Senate's constitutional committee met yesterday, where the main parties scrutinised the amendments to the reform put forward by the smaller parties, which included one asking that national referendum takes places before any changes to the constitution be applied.
The constitutional amendment was made possible thanks to a unprecedented agreement between the ruling Socialist and the main opposition party, the Partido Popular, however, minority parties are angry at being left out of the decision making process.
"We share the principle of budgetary stability, but have serious doubts it will be achieved via the Constitution. Why the rush? Changing the Constitution requires calm and consensus. It's unheard of for it to be done in four days," said Ramón Arturo, of the CiU Catalan nationalist bloc.
